The six District Commissioners are appointed for three year staggered terms, three by the Dedham Board of Selectmen and three by the Westwood Board of Selectmen.
BOARD OF WATER COMMISSIONERS
TOWN OF DEDHAM
Kenneth C. Bragg
A Water Commissioner since January, 1999, Ken is a graduate of Curry College with a Masters Degree from Suffolk University in Public Administration. He is a town meeting member and has been active on several town committees.
Steven M. Mammone – Chairman
Appointed a Water Commissioner in March 2007, Steve has a Bachelor’s Degree in Civil Engineering from the Franklin Institute of Technology in Boston. Previously, he worked as a geotechnical engineer for 13 years. Currently, Steve is a partner at Getfused, Inc., a technology consulting firm. Steve is an active member of the American Society of Foundation Engineers. He is also a member of the Society of American Military Engineers.
Robert N. Blume – Clerk
Robert was appointed a Water Commissioner in February 2010. He is a graduate of the University of Massachusetts with a degree in civil engineering. Rob has over 20 years experience in the construction industry focused on infrastructure projects including bridges and wastewater treatment plants. He and his family are active in the Dedham Community.
TOWN OF WESTWOOD
Robert E. McLaughlin, Jr. – Vice President
Serving as a Commissioner since January, 2003, he is a lawyer and partner at Gilman, McLaughlin & Hanrahan, a Boston law firm. Rob, a graduate of Tufts University and Suffolk University Law School, is a director of his neighborhood homeowner’s association and a Westwood Youth Soccer director. Rob is actively involved with Westwood youth sports.
James J. Galvin
Appointed to the Water Commission in May 1997, he is a Certified Public Accountant and a graduate of Bentley College. Jim is very active in youth sports activities.
Joseph S. Carter, Jr.
Appointed to the Water Commission in February 2008, Joe is a Westwood attorney.
STAFF
EXECUTIVE DIRECTOR
Eileen M. Commane
Eileen oversees the operations of the District and acts as a liaison between it and the Board of Water Commissioners. She prepares meeting agendas, works with District consultants, monitors legislative and environmental activities, reviews financial reports, communicates with town boards regarding areas of mutual concern, writes customer newsletters and press releases, and manages community and public relations. Eileen has a Bachelor’s from Holy Cross and a Master’s from Boston College.
WATER CONSERVATION COORDINATOR (Part – Time)
Iva C. Conte
Iva coordinates all water conservation initiatives of the District. Included in this are the District’s toilet and front loading washing machine rebate programs. Iva interacts with the Conservation Commissions in both Dedham and Westwood regarding water conservation. She promotes water conservation awareness through public forums, education programs, joint ventures and press releases. Iva has Bachelor’s and Master’s degrees from Tufts University.
TREASURER
John McCulloch
John manages the District’s financial business including investments, bond issues, and monthly warrants for paying bills.
SECRETARY
Margaret Kelley
Margie is responsible for taking minutes at Water District Commission meetings.
MANAGER
Robert Eiben
Bob is the District’s general manager. He directs all day to day operations, employee matters, maintenance and safety programs, and capital improvement projects.
PRODUCTION SUPERINTENDENT
Robert Lexander
Bob oversees the operation and maintenance of the treatment plants, booster stations, and standpipes to ensure the delivery of high quality water to our customers.
WATER QUALITY SUPERVISOR
Tabitha Maccalous
Tabitha is responsible for the water quality and the treatment process pertaining to the Bridge Street and White Lodge Water Treatment Plants. Tabitha has a B. S. from Marist College in Environmental Science. She also has a M. S. in Earth Science from Wesleyan University.
DISTRIBUTION SUPERINTENDENT
Stephen Locke
Steve is responsible for managing the installation and repair of water mains and services, valves, and hydrants, as well as investigating and repairing system leaks.
CUSTOMER SERVICE SUPERINTENDENT
Stephanie Costa
Stephanie supervises all aspects of customer service including billing, meter reading, and meter replacements. She is also responsible for inspections of backflow prevention and cross connection devices in the system.
BUSINESS MANAGER
Michael Thornton
Mike directs all financial, accounting, and business activities for both the management company and the District including customer billing, payables and receivables, and the annual audit.
ACCOUNTING SUPERINTENDENT
Pearline Hargrove
Pearline has a B. S. from Northeastern University. She specializes in accounts payable, accounts receivable and payroll. She monitors billing and computer software. Pearline has familiarity with the laws and regulations that apply to accounting functions. Pearline has been in this position since 1988.
